San Joaquin Valley Regional Early Action Planning (REAP)
Sigala Inc. serves as the manager for this eight county housing planning effort. Sigala Inc. works with each regional planning agency (COG) to deliver housing planning, funding, analysis, outreach, and technical assistance to the 70 jurisdictions in the San Joaquin Valley for early planning efforts related to the sixth Housing Element cycle. Work efforts have included: Comprehensive Housing Report for the San Joaquin Valley, monthly webinars on housing data and planning, Inclusionary Housing analysis for the SJV, Guides to Recent Laws governing housing planning and development, GIS data development for the region, and many other efforts. Ongoing NOFAs and RFPs are part of this planning effort.
San Joaquin Valley Regional Planning Agencies Policy Council
Sigala Inc provided staffing and project management for the eight regional planning agencies of the San Joaquin Valley for over a decade. Work included coordination of regional planning efforts for the eight agencies, policy analysis, Valley Voice advocacy visits to Sacramento and Washington D.C., and coordination of the annual San Joaquin Valley Policy Conference.
City of Madera, AHSC Support
Sigala Inc. recently worked with the City of Madera, the Housing Authority of Madera, and several other partners, on a downtown Housing Project that includes two new three-story residential buildings in the heart of their downtown. Our work resulted in a $11.3 million award to the project from the AHSC program, of which $3.8 million is in the form of a grant to the city. The Madera project was the highest scoring project in the San Joaquin Valley. Sigala Inc. provided a continuum of development services, including the grant submittal, and ongoing project support including RFPs for services.
San Joaquin Valley Interregional Goods Movement Plan
Sigala Inc provided project management services on behalf of the eight San Joaquin Valley regional transportation planning agencies and Caltrans for the San Joaquin Valley Interregional Goods Movement Plan. This 24 month, eight county planning was developed by Cambridge Systematics with Sigala Inc as the project manager.
Mission Neighborhood Centers, San Francisco
Sigala Inc, acting as owner’s representative, performed various project management and financial analysis for a proposed multi-story residential mixed use development on behalf of Mission Neighborhood Centers (MNC), in the Mission District of San Francisco. Assignments included developer partner selection and negotiations, pre-entitlements, financial and real estate advisory services, and funding and grant writing services.

Sigala Inc working on behalf of the Kings County Redevelopment Agency developed a fiscal model for the proposed surface water treatment plant in Kettleman City. The model was useful for securing funding for the project and Sigala Inc assisted in developing grant applications to the Economic Development Administration (EDA) and State Water Resources Board. Additional project management work was performed including assisting in the creation of the Kettleman City Chamber of Commerce.
Belmont Commercial Corridor Revitalization Study, Fresno RDA
Sigala Inc performed a commercial corridor revitalization study for the Fresno Redevelopment Agency including economic existing conditions assessments, a business survey, and community roundtable discussion with the Urban Land Institute. The work efforts led to an revitalization implementation strategy for the two mile commercial corridor from First Street to Chestnut Avenue.
Ventura-Kings Canyon Commercial Corridor Revitalization Study, Fresno RDA
Sigala Inc, and partners, conducted a commercial revitalization study in Southeast Fresno for the City of Fresno Redevelopment Agency. The assignment included an existing conditions parcel GIS based study, organization of the business owners into a legal 501.c.6 merchants association, and led a community planning process leading to a series of recommendations to improve the economic, business and physical conditions along the Ventura/Kings Canyon corridor from First Street to Peach Avenue.

The Redevelopment Agency of the City of Corcoran contracted with Sigala Inc to perform a senior housing market analysis to determine the types of senior living facilities that could be supported in the City. The work effort included a community housing survey, competitive market assessments, site selection criteria, proposed project recommendations, and a prototypical development pro forma.
Non-Profit Affordable Housing Assignments
Sigala Inc provides project development support and analysis for numerous California affordable housing non-profit organizations including Southern California Presbyterian Homes, Mission Neighborhood Centers in San Francisco, Co Housing Partners, Khmer Society of Fresno, and Neighborhood Opportunities for Affordable Housing. Our work includes securing entitlements and local funding, project financial advisement using LIHTC, HUD and other funding, and coordinating local community outreach.
Housing Infrastructure, Fancher Creek Town Center
Sigala Inc provided grant writing and advisory services resulting in a $21 million grant award from the State of California Housing Infill Infrastructure Program (Prop. 1C) to this Fresno mixed-use retail development.
